Description:
The RolePRINCIPAL ACCOUNTABILITIES1.To ensure that:§Services purchased by the Council (and increasingly jointly with the Milton Keynes NHS Primary Care Trust) are delivered in a way which provides value for money (linking costs to dependency levels) and to a consistently acceptable standard;§Services meet the identified needs of service users, within the context of jointly provided / commissioned services.2.To ensure that all procurement activity within Early Years and Childcare is carried out within Council standing orders, financial regulations and other requirements, liaising where appropriate with the Council’s corporate contracts unit and internal audit.In particular, the post-holder will:§Lead on the annual price negotiations with providers;§Evaluate the financial and efficiency implications of contracts, to recommend and implement changes.3.To ensure that up-to-date records are maintained of Early Years and Childcare contracts.4.To provide project guidance, advice and support to internal stakeholders in relation to the development and management of projects, including the commissioning of services through procurement processes.5.To undertake both desk and primary research to enable the development of robust outcome based contract/project specifications and evaluation methodology.6.To ensure that there is a systematic process linked to the Early Years and Childcare business development plan for the monitoring and evaluation of contracts/projects.7.To provide advice, guidance and information on best practice and continuous improvement methods to inform strategy and policy developments and contract/project reviews.8.To liaise with internal and external stakeholders in order to maintain appropriate records systems, so ensuring information is up to date to enable effective reporting.9.To gather, process and analyse complex data using a variety of methods, integrating information from various sources to produce clear and concise reports, and to disseminate these to appropriate stakeholders.10.To adapt plans or workloads to respond to new demands.11.To develop project implementation plans for a variety of activities within the Early Years Education and Childcare sector.12.To work with colleagues within the Integrated Services Team, Performance Management Team and the Early Years Foundation Stage Team to identify and complete bids for external funding.13.To develop and build relationships with other partner agencies statutory, private and voluntary in gathering and sharing information wherever possible.14.To ensure that all information meets Data Protection Legislation.15.To promote and contribute to the implementation of the policies of Milton Keynes Council in relation to equal opportunities and disabilities.The duties of this post may vary from time to time without changing the general character of the duties or the level of responsibility entailed.
